Anna, Texas — A long-planned Collin College campus serving the Anna area could move significantly closer to reality this November. Proposition A would fund a new Collin College campus on approximately 104 acres along U.S. 75 in Anna’s extraterritorial jurisdiction, bringing higher education and workforce training directly to one of the fastest-growing areas of Collin County.
The project is included in Phase III of Collin College’s Destination 2030 plan, a collection of proposed campus expansions and new facilities aimed at accommodating enrollment growth and expanding workforce and academic programs throughout the county.
Among those projects is the new Anna Campus, which Collin College says would provide both general academic classroom space and Career and Technical Education programs for the rapidly growing northern portion of Collin County.
The college currently owns approximately 104 acres for the future campus.
The Anna Campus Site
TheAnnaProgress reviewed Collin County property records and the City of Anna’s 2050 Future Land Use Plan to identify the property described by Collin College.
Property records show the Collin County Community College District owns two adjoining tracts near U.S. Highway 75.
The larger property, Property ID 1007083, consists of approximately 97.682 acres in the William Kitchings Survey. A second property, Property ID 2848592, consists of approximately 6.228 acres in the Robert A. Johnson Survey.
Together, the two properties total approximately 103.91 acres, closely matching the 104 acres identified by Collin College for its future Anna campus.
Both tracts sit along the west side of U.S. 75 near County Road 284, south of central Anna.
In Anna’s ETJ
There is an important distinction concerning exactly where the future campus is located.
In an election with multiple Proposition A’s, the Collin College Proposition A describes the district as owning 104 acres “in the city of Anna” for the future campus.
However, TheAnnaProgress’ comparison of the identified property with the City of Anna 2050 Future Land Use Plan indicates that the property sits outside Anna’s incorporated city limits but within Anna’s extraterritorial jurisdiction, or ETJ.
The municipal boundary is irregular in this portion of the city, making the distinction difficult to recognize without comparing the property location directly against Anna’s boundary map.
An ETJ is an unincorporated area immediately surrounding a municipality in which the city possesses certain limited planning and development authority. Property within an ETJ is associated with the municipality but is not technically within its incorporated city limits.

What Would Be Built?
Collin College’s proposal envisions more than a traditional classroom building.
According to Proposition A materials, the new Anna Campus would support Career and Technical Education programs and general classroom space designed around the workforce needs of the rapidly growing region.
The campus would also be constructed with future growth in mind, including dedicated unfinished space for future buildout as enrollment and program demand increase.
Conceptual imagery published by Collin College depicts a modern academic facility, although the college notes that the projects remain conceptual and their final designs, costs and scope may change.
Part of a Larger Collin County Expansion
The Anna Campus is one piece of the broader Proposition A proposal.
According to Collin College, credit enrollment has increased by approximately 31% over the past 10 years, increasing demand for classroom space and Career and Technical Education programs.
Phase III of Destination 2030 also proposes expansions elsewhere in the county, including a Frisco Campus Health Sciences expansion for high-demand healthcare programs and additional doctoral and graduate-level pathways with a regional university partner.
The Wylie Campus would receive additional space for welding and HVAC programs, while the Farmersville Campus would receive expanded facilities supporting transportation, welding and advanced manufacturing.
Proposition A would also fund a new Royse City Campus in eastern Collin County. Like the Anna Campus, that facility would provide CTE and general academic classroom space while leaving room for future expansion.
A College Campus for a Growing Anna
The proposed campus represents a significant addition to the educational infrastructure serving Anna and northern Collin County.
A local Collin College campus could give Anna-area students closer access to college courses and workforce certifications without requiring regular travel farther south into the county. It could also create opportunities for expanded partnerships and dual-credit access as the area’s student population continues to increase.
Its planned CTE programs would place workforce education closer to both residents and employers in a portion of Collin County experiencing significant residential and commercial growth.
And unlike many projects that remain dependent upon finding a future site, Collin College already owns the approximately 104 acres intended for the campus.
The question now turns to funding.
Voters Decide in November
Proposition A will go before voters during the November 3, 2026 election.
The last day to register to vote is October 5, with early voting scheduled for October 19 through October 30.
Collin College cautions that the projects and estimated costs presented under the proposal remain conceptual. Inflation, market conditions, design development, regulatory requirements and available bond proceeds could result in individual projects or components being modified, deferred, phased or not completed as originally described.
Still, the Anna Campus’ inclusion in Proposition A represents one of the most concrete steps yet toward transforming land already owned by Collin College into a higher-education campus serving the Anna area.
If voters approve the bond this November, the long-planned Collin College Anna Campus could finally begin its path from roughly 104 acres along U.S. 75 to a functioning college campus.
